Early in The Outer Worlds 2, you’ll have to pick a side: Minister Milverstreet or Officer Kaur. Here’s what happens depending on your choice.
Milverstreet and Kaur each offer different quests, rewards, and approaches to the Vox Relay Station in The Outer Worlds 2. Be warned – once you choose one side, the other is locked out permanently. This guide helps you make an informed decision so you can get the most out of your adventure on Paradise Island and the Quest “The Saboteur of Paradise”.
The Outer Worlds 2: Helping Milverstreet or Kaur – The Setup
After arriving in Fairfield, the first major settlement on Paradise Island, you’ll meet two key figures at City Hall: Minister Milverstreet and Officer Kaur. Both want to recruit you to their cause, but their methods couldn’t be more different. Milverstreet relies on diplomacy and secret intelligence, while Kaur prefers direct, military-style action. Once you choose a side, their respective questline begins automatically – and the other one becomes unavailable.
What Happens If You Side With Minister Milverstreet?
If you choose Milverstreet, he sends you to the Ministry of Accuracy to retrieve data related to “Mental Refreshment.” In the lobby, you’ll meet Inez, an agent who can later join your crew as a companion once you complete the mission.
Next, you’ll get a quest to evacuate Westport, a Protectorate settlement. There are two possible approaches: sabotage key infrastructure or persuade the residents through dialogue skill checks.

Both approaches lead to success, but the diplomatic route tends to have better long-term effects – especially regarding access to the Vox Relay Station later on.
Advantages: Direct access to the Vox Relay Station later in the story, reduced casualties during that mission, and Inez remains part of your crew.
What Happens If You Side With Acquisition Officer Kaur?
If you side with Kaur, she tasks you with sabotaging the Robot Repair Facility along the coast. The first step optionally takes you to the Ministry of Accuracy, where you can again meet Inez. The information you gather there helps you obtain an access pass to the facility.

Inside the repair facility, you again have two choices: sabotage the systems, disabling the plant, or repair a gas leak – which will anger Kaur, but earns you moral brownie points.
- Tip: During this quest, you’ll receive the “Gas Energy Deflection Apparatus,” a gadget that protects you from Zyranium gas. However, you can still access both the facility and the gadget even if you sided with Milverstreet—just head there outside of Kaur’s questline.
Once the mission is done, you’ll unlock a follow-up quest at the “Skycutter A102” power plant. There, you can disable the Vox Relay Station’s defense systems with an energy pulse (this is also possible outside Kaur’s questline). Kaur will also assign you a squad of soldiers for a direct assault.
Advantages: Faster access to the Vox Relay Station and powerful gear rewards geared toward combat-focused players.
Milverstreet or Kaur: Which Choice Is Better?
Both paths come with solid rewards and distinct playstyle advantages. Still, here’s what to consider when making your decision:
Choose Milverstreet if you:
- Prefer diplomacy and dialogue-based skill checks
- Want to keep Inez as a companion
- Want to avoid future casualties during the Vox Relay Station infiltration
Choose Kaur if you:
- Favor a direct, combat-heavy playstyle
- Want early access to powerful weapons and heavy armor
- Want the fastest route to the Vox Relay Station
- Like fighting alongside a squad of soldiers
What Happens If You Choose Neither?
You can theoretically reject both offers and try to cozy up directly to the Protectorate instead. It takes more initiative and a few extra steps, but it’s possible. In that case, you’ll have to find your own way into the Vox Relay Station without help from either Milverstreet or Kaur.
