Dragon’s Breath in Where Winds Meet: How to start the Kaifeng quest, track down the thief Liang Yuan, and claim your powerful fire-skill reward.

Where Winds Meet gives you access to powerful abilities through its Mystic Arts. Those skills that expand your combat options significantly. One of the strongest among them is Dragon’s Breath, a fire technique that inflicts burn damage while also providing useful defensive buffs. To unlock it, you’ll need to complete a multi-step questline in Kaifeng. This walkthrough guides you through every step of the process.

What Is Dragon’s Breath?

Dragon’s Breath is a Mystic Art in Where Winds Meet that lets you breathe fire and inflict the Ignition status effect on enemies. Unlike many other abilities, Dragon’s Breath combines strong offensive damage with useful defensive buffs. The skill is classified as a single-target burst ability, making it especially effective in focused fights against tough opponents.

Dragon’s Breath isn’t available by default. You have to unlock it via a quest chain that starts in the city of Kaifeng and involves several NPC interactions as well as tracking down a stolen item.

Quest Start: Fairgrounds in Kaifeng

Your path to Dragon’s Breath begins at the Kaifeng Fairgrounds. Look for a large hall where several NPCs are gathered. The hall is easy to spot and serves as a central meeting place in the district.

Inside the hall you’ll find two important NPCs: Luo Jiu and Kongkong. Talk to them to trigger a conversation. After a short while, Kongkong leaves the scene, and Luo Jiu turns to you.

He explains that a valuable item was stolen from him and asks for your help in getting it back. This conversation officially starts the quest. Your goal now is to track down the thief and retrieve the stolen object.

Finding the Thief Liang Yuan

The thief you’re after is named Liang Yuan. He’s hiding out in the South Gate Avenue district. To locate him, it’s best to use the Teleport Stone at the South Main Gate – a prominent landmark in the area.

From the Teleport Stone, first move west, then follow a small path heading north. Liang Yuan is standing near the Patrol and Inspection Bureau, which is also easy to recognize and helps you navigate.

Once you’ve found Liang Yuan, you have several options for getting the stolen item back. The recommended method is to use the Celestial Seize ability.

With this skill, you can pull the item directly from Liang Yuan without starting a fight. That saves you both time and resources. Once the item is in your possession, you’re ready for the next step.

Returning to Luo Jiu

With the Travelogue Toehari in your inventory, head back to the Fairgrounds in Kaifeng. Go again to the large hall where you first met Luo Jiu and talk to him.

Luo Jiu takes the stolen item from you and thanks you for your help. This completes the quest. As a reward, you gain access to the Dragon’s Breath Mystic Art. However, you still need to claim the reward manually before you can use the ability.

Claiming Your Reward in the Journal

To actually unlock Dragon’s Breath, open your journal. Navigate to Journal > Wandering Tales > Fairgrounds Part 9. This section contains the reward for the completed quest.

Claim the reward manually by selecting and confirming it. Only then will Dragon’s Breath be added to your list of Mystic Arts and become available in combat. This step is easy to overlook, since many rewards in Where Winds Meet are granted automatically. Make sure to check your Journal after finishing the quest.
